Thank you for your letter of the 30th (104)
January regarding your plans for Hong Kong University. In view of what you say, I agree to withdraw the condition which Mayhew suggested should be attached to our joint approach to the Treasury.
I shall not anticipate difficulties with the Treasury over the British Council's expenditure in China or the Scarbrough Commission's plans, but shall hope to be able to surmount them if and when they arise. In the meantime I am locking forward to receiving your draft memorandum.
